FSI’s Activities in the Balkans in the Context of Public Diplomacy (Bulgarian and Greek Training Sets)

Öz

With the rapid development of technology, people can meet languages and cultures in different geographies faster. This situation contributes to the increase of interest in foreign language teaching. Although TÖMER units and online platforms of universities come to the fore in foreign language teaching, foreign services or institutes of many countries prepare foreign language training sets for the training of their staff in different countries. At this point, we can talk about the fact that foreign language teaching has turned into an educational policy with the political or social purposes of the countries.
We can say that public diplomacy emerged with the awareness of protecting the national interests of any sovereign country and with the aim of informing and influencing the masses in the relevant country in line with foreign policy goals. In fact, public diplomacy has a significant important place in the realization of the political goals of the states.
In line with the purpose of the study, the Bulgarian and Greek language training sets prepared by the American Foreign Service Institute (FSI-The Foreign Service Institute) will be analyzed in the context of public diplomacy. The first of these sets, prepared according to the specific target group, was prepared on the Bulgarian language (Bulgarian Basic Course Volume I and Bulgarian Basic Course Volume II). On the Greek language, three sets have been prepared (Greek Basic Course Volume I, Greek Basic Course Volume II and Greek Basic Course Volume III). Within the scope of the study, these sets will be discussed in the context of the target group, selected text types, preferred languages and materials used, and public diplomacy.

Kamu Diplomasisi Bağlamında FSI’nin Balkanlardaki Faaliyetleri (Bulgarca ve Yunanca Eğitim Setleri)

Öz

Teknolojinin hızla gelişmesi ile birlikte, insanlar farklı coğrafyalardaki dil ve kültürlerle daha hızlı tanışabilmektedirler. Bu durum yabancı dil öğretimine olan ilginin artmasına katkı sağlamaktadır. Yabancı dil öğretiminde üniversitelerin TÖMER birimleri ve çevrimiçi platformlar ön plana çıksa da birçok ülkenin yabancı servisleri veya enstitüleri farklı ülkelerdeki personelinin eğitimi noktasında yabancı dil eğitimi setleri hazırlamaktadır. Bu noktada, yabancı dil öğretiminin ülkelerin siyasi ya da sosyal amaçlarla eğitim politikasına dönüştüğünden bahsedebiliriz.
Kamu diplomasisinin herhangi bir egemen ülkenin kendi ulusal çıkarlarını koruma bilinciyle ve dış politika hedefleri doğrultusunda ilgili ülkedeki kitleleri bilgilendirme ve etkileme amacıyla ortaya çıktığını söyleyebiliriz. Öyleki kamu diplomasi devletlerin siyasi amaçlarını gerçekleştirme noktasında önemli bir yere sahiptir.
Çalışmanın amacı doğrultusunda, Amerikan Yabancı Hizmet Enstitüsü (FSI-Foreign Service Institute) tarafından hazırlatılan Bulgarca ve Yunanca dil eğitimi setlerinin kamu diplomasisi bağlamında analizi yapılacaktır. Belirli bir hedef kitlesine göre hazırlanan bu setlerden ilki, Bulgar dili üzerine hazırlanmıştır (Bulgarian Basic Course Volume I ve Bulgarian Basic Course Volume II). Yunan dili üzerine ise üç set hazırlanmıştır (Greek Basic Course Volume I, Greek Basic Course Volume II ve Greek Basic Course Volume III). Çalışmanın sınırları içerisinde bu setler hedef kitle, seçilen metin türleri, tercih edilen diller ve kullanılan materyaller ve kamu diplomasisi bağlamında ele alınacaktır.
