Eğitim Kurumları İdarecilerinin Kriz Anında Afet ve Acil Durumlara Yönelik Yeterliliklerinin Değerlendirilmesi: Gümüşhane İli Örneği

Bu araştırmanın amacı eğitim kurumlarında bulunan yöneticilerin afet ve acil durumlara hazırlık bilgisinin tespit edilmesi ve afetlerin neden olabileceği kriz durumlarında, planlama, koordinasyon ve iletişim yeterliliklerinin belirlenmesidir. Araştırmanın çalışma evrenini Gümüşhane il sınırları içindeki resmî eğitim kurumlarında görev yapmakta olan okul yöneticileri ve yardımcıları oluşturmaktadır. Araştırmada evrenin tamamına ulaşılmamış, tesadüfi olmayan örnekleme yöntemlerinden biri olan kolayda örnekleme yöntemiyle belirlenen 6 ilçede (merkez dahil) 61 eğitim kurumu örneklem olarak alınmış, toplam 124 okul yöneticisine (müdür, müdür başyardımcısı ve müdür yardımcısı) ulaşılmıştır. Araştırmanın anket soruları literatür taraması ile hazırlanmış olup araştırmaya katılanların tanıtıcı özelliklerini içeren 17 sorudan ve “Eğitim Kurumları İdarecilerinin Kriz Anı Afet ve Acil Durumlara Yönelik Yeterliliklerinin Değerlendirmesi Ölçeği”ni içeren 63 sorudan oluşmaktadır. Anket sorularının ölçeklendirilmesi 5’li Likert Ölçeği ile yapılmıştır. Araştırma tanımlayıcı nitelik arz etmekte olup, sonuçlar frekans ve yüzde tablolarıyla verilmiştir. Araştırma kapsamındaki yöneticilerin liderlik stratejileri, okulların, “Afet ve Acil Durum Planı”, “Kurumsal Hazırlık”, “Tatbikat” ve “Eğitim” düzeylerine ilişkin puanları bir bütün olarak değerlendirildiğinde, Gümüşhane’de bulunan eğitim kurumlarının afet ve acil durumlara karşı yeterince yeterli ve hazırlıklı olmadıkları belirlenmiştir.

Evaluation of The Competence of The Administrators of Educational Institutions for Disaster and Emergency Situations in the Event of Crisis: The Case of Gümüşhane Province

The aim of this research is to determine the disaster and emergency preparedness knowledge of the administrators in educational institutions and to determine the planning, coordination and communication competencies in crisis situations that may be caused by disasters. The study population of the research consists of school administrators and assistants working in official educational institutions within the province of Gümüşhane. In the study, the whole population was not reached, and 61 educational institutions in 6 districts (including the center) determined by the convenience sampling method, which is one of the non-random sampling methods, were sampled, and a total of 124 school administrators (principal, chief assistant principal and vice principal) were reached. The questionnaire questions of the study were prepared with the literature review and consist of 17 questions including the introductory characteristics of the participants in the research and 63 questions including the "Scale of the Evaluation of the Educational Institutions Administrators' Competencies for Disasters and Emergency Situations in the Moment of Crisis". The scaling of the survey questions was done with a 5-point Likert Scale. The research is descriptive, and the results are given in frequency and percentage tables. When the leadership strategies of the administrators within the scope of the research and the scores of the schools regarding the "Disaster and Emergency Plan", "Institutional Preparedness", "Exercise" and "Education" are evaluated as a whole, it has been determined that the educational institutions in Gümüşhane are not sufficiently adequate and prepared against disasters and emergencies.
