The administrative structure, purpose, duties and activities of the Teacher Training Bureau, which served between the years 1960-1966 were analysed in this research. Moreover, the Teacher's Voice fascicle, in which the talks about education and culture in the Teacher's Voice Radio program organized by the Bureau between 1961-1963 were compiled, were examined. When the published fascicle is analysed, it was found out that the way the issues on the radio are handled, sometimes in the form of a speech by a single person (expert), and sometimes in the form of a speech by two or more independent people, sometimes in a daily spoken language and sometimes in a didactic style. At the end of the examination, it was noticed that the topics discussed in the aforementioned period were similar to today's educational issues. When we look at the Teacher Training Bureau and the Voice of the Teacher radio program on the basis of in-service training and lifelong learning, it is a very significant and unique example in the period when the application was carried out.
