Changing competitive paradigm of 21st century, enterprises, regions and
countries bring faced with innovation which has a new concept with political,
social and economic influences. Successful implementation of the national
innovation systems which determines actors in innovation process and regulates
relations between these actors and innovation policies determines their
position in competition at the global level. It is stated that especially the
developing countries start to technology race later than developed countries.
However, some countries that have achieved rapid catching-up process have
reached level of innovation performance of developed countries. In this study,
national innovation systems and innovation policies of Turkey, South Korea and Israel which
started at similar periods to study of innovation policy were examined. As a
result of comparison between these three countries, South Korea and Israel seem
to have made catching-up process of technology faster. Given shortcomings of
Turkey’s national innovation system and innovation policies, recommendations have
been developed in the context of successful implementations of two countries.
