With the adoption of the Turkish Type Presidential System in 2017, Article 104/17 of the Constitution issues a presidential decree on the authority of the president. It's about removing the CBK. It can be used in two ways, CBKs and special cases. It can be designed for the maturation of ordinary CBKs. It is also interspersed with the special selection of the constitution to transform it into CBKs. With the understanding of the Turkish Type Presidential system, a sharp and clear separation between the forces has been adopted. In this respect, the President has been given the authority to issue decrees on his own. The Council of Ministers is described as the Presidential Cabinet. The appointment and dismissal of ministers by the President of the Republic have been accepted, and the individual and collective responsibility of the ministers to the parliament has been abolished. If a member of the parliament is appointed as a minister, their membership in parliament is reduced and their participation in parliamentary work ends. Therefore, the authority of the council of ministers to propose laws has been abolished. The President, elected by the people, has become the sole dominant element of the executive. In addition, the President's coming to power through elections means that he takes his power, support and legitimacy from the people. There was no need for the parliament to be authorized by the President to issue a Presidential decree.
