Aim: This study carried out in order to determine the opinions of the managers about the relationship between the external environmental analysis performed in public hospitals and private hospitals and the creation of mission and vision in the province of Ankara, Turkey. "External environmental analysis scale" and " mission and vision scale" have been developed by researchers. It was examined whether there was a significant difference between the type of hospital variable and the creation of the mission and vision using the external environmental analysis while determining the opinions of the managers regarding the external environmental analysis and creating mission and vision.
Method: “External environmental analysis“ and “Mission and Vision” scales were used. In the study the External environmental analysis scale was examined in the dimensions of “general environment” and “industrial environment”; Mission and vision scale was examined in ”mission“ and ”vision“ dimensions. It was determined that the four-factor (general environment, sectoral environment, mission and vision) structure obtained from AFA explained the total variance of 40.134% on the external environmental analysis scale and the total variance of 62.190 on the mission and vision scale. In order to determine the reliability of these scales, Cronbach Alpha internal consistency coefficient value was examined and this value was calculated as .89 for “External environmental analysis” and as .93 for “mission and vision”. In this respect, it was determined that there were 600 senior and middle level managers working in public and private hospitals in Ankara province. The questionnaire was applied to 273 people selected from these managers by stratified sampling method.Manova Analysis was used in the analysis of the data.
Findings: In the research, it was revealed that the average of scale expressions for general environmental analysis was high, and the mean of the expressions for competitive analysis in the industrial environmental analysis was medium. It was determined that the average of the statements in the mission and vision scale were high.
Because the hospital type independent variable Wilk's Lambda value was less than .05, the effect of the external environmental analysis on creating a mission and vision varied significantly compared to the hospital type variable (p = .00). This result showed that the hospital type variable was effective on the formation of mission and vision by using external environmental analysis of managers. When we looked at the effect level in question, it was seen that the partial eta-square value is 0.054. This value indicated that the hospital type variable explained 5.4% of the change in dependent variables.
Results: As a result of the research, there were differences between public hospitals and private hospitals in terms of conducting the external environmental analysis and creating a mission and vision with the data obtained; it was observed that the average of private hospital managers was higher than those of public hospitals. This result suggested that private hospitals were more sensitive to external environmental analysis and the creation of mission and vision.
Considering that the managers participating in the research were senior and middle level managers, it was determined that the average of health management graduates was low (18.7%). It is believed that hiring people who have been educated in the field of health management and have sufficient knowledge and equipment to the health manager positions is of high benefit for the advancement of health care organizations where change and uncertainty are very high.
In the research, it was determined that health care organizations were highly affected by the general environment. While developing strategies, it is recommended to focus more on issues related to the general environment, and to conduct an external environmental analysis on a regular basis.
According to the research, it was determined that the health care organizations were highly affected by threats and opportunities occurring in the external environment, and these threats and opportunities were taken into consideration in strategic planning studies. The participants stated that ethical and moral values were paid great attention during the strategic planning studies.
The low average of propositions about competitor analysis suggests that no health care organizations are considered a competitor, especially in public hospitals. It is recommended that competitor analysis be carried out more frequently and continuously, and studies that increase the awareness of public hospital managers about competitors.
It was seen that the lowest average among the statements in the external environmental analysis belongs to the statement “Hospital employees are constantly informed about competitors”. This situation shows that both competitive environmental analysis and strategic management studies as a whole are evaluated by top management and there is not enough effort to inform the employees about this issue.

Amaç: Bu çalışmanın amacı, Ankara ilinde faaliyette bulunan kamu ve özel hastanelerde yapılan dış çevre analizinin misyon ve vizyon oluşturma ile ilişkisi hakkındaki yönetici görüşlerinin belirlenmesidir.
Yöntem: “Dış Çevre Analizi” ve “Misyon ve Vizyon“ ölçekleri geliştirilmiştir. Dış Çevre Analizi Ölçeği “Genel Çevre” ve “Sektörel Çevre” boyutlarında, Misyon ve Vizyon Ölçeği “Misyon” ve “Vizyon” boyutlarında incelenmiştir. AFA sonucu elde edilen dört faktörlü (genel çevre, sektörel çevre, misyon ve vizyon) yapının dış çevre analizi ölçeğinde toplam varyansın %40,134’lük; misyon ve vizyon ölçeğinde ise toplam varyansın 62,190’lık kısmını açıkladığı belirlenmiştir. Söz konusu ölçeklerin güvenilirliklerini belirlemek amacıyla Cronbach Alpha iç tutarlılık katsayısı değeri incelenmiş ve bu değer “Dış Çevre Analizi” ölçeğinde yer alan ifadelerde 0,89; “Misyon ve Vizyon” ölçeğinde yer alan ifadelerde 0,93 olarak tespit edilmiştir.Ankara ilinde faaliyette bulunan kamu ve özel hastanelerde çalışan 600 üst ve orta düzey yönetici olduğu tespit edilerek,bu yöneticilerden tabakalı örnekleme yöntemiyle seçilen 273 kişiye anket uygulaması yapılmıştır.Verilerin analizinde Manova Analizinden yararlanılmıştır.
Bulgular: Katılımcıların “Dış Çevre Analizi” ölçeğinde yer alan ifadelere 3,56; “Misyon ve Vizyon“ ölçeğinde yer alan ifadelere 3,85 oranında katıldıkları belirlenmiştir. Dış çevre analizini kullanarak misyon ve vizyon oluşturma ile hastane türü değişkeni arasında anlamlı bir farklılık bulunmuştur.
Sonuç: Dış çevre analizi ve misyon ve vizyon ölçeğindeki görüşlere ilişkin ortalamaların özel hastanelerde çalışan yöneticilerde kamu hastanelerindeki yöneticilerden daha yüksek olduğu belirlenmiştir.
