Local clerics have played great role in so-called Arab Spring. The term ulu?l-amr has an important spot in the intellect of these scholars who have the same intellectual heritage. The term ulu?l-amr as a political usage in fiqh and kalam has hotly been debated in the history. Two leading figures in contemporary Arabic world, namely Yusuf al-Qaradavî and Ramazan al-Bûtî has issued religious decrees in this regard. These decrees played prominent role in triggering Arab revolutions. Both scholars, whose ideas oppose, based their ideas on religious dictums from the Holy Qur?an. In this paper the ideas and approaches of these two important scholars have been evaluated.
