Bir Araştırma Nesnesi Olarak Habis Sorunlar ve Kamu Yönetimi Disiplini

Öz

Siyasiler ve kamu yöneticileri günümüzde çok karmaşık ve çözümü zor olduğu için habis olarak nitelendirilen bir takım sorunlarla uğraşmaktadır. Ortaya çıkışı ve gelişiminin ilk yılları zamanın büyük sorunlarına bir yanıt olarak görülen kamu yönetimi disiplinine de 21. yüzyılın habis sorunlarının çözümü noktasında büyük bir rol düştüğüne yönelik görüşler söz konusudur. Bu çalışmada literatürdeki çeşitli çalışmalar ve tartışmalar ışığında bir araştırma nesnesi olarak habis sorunlar bağlamında kamu yönetimi disiplini değerlendirilmiştir. Disiplinin gerek uygulayıcılara yol gösterici doğasından gerekse de koordinasyona, işbirliğine, ortaklığa, birlikte üretmeye yönelik sahip olduğu zengin teorik literatür sayesinde habis sorunların çözümüne önemli katkılar sağlama potansiyeline sahip olmasına rağmen habis sorunlara olan akademik ilginin az olduğu görülmüştür.

Wicked Problems as a Research Objective and Public Administration Discipline

Öz

Currently, politicians and public administrators are dealing with some issues which are called “wicked problems” since they are very complex and difficult to solve. According to some, the public administration, which emerged as a panacea for the significant problems of its time, has a major role in solving wicked problems of 21st century. In this study, in the light of various studies and discussions in the literature, the public administration discipline is evaluated in the context of wicked problems as a research object. Although the discipline has the potential to make significant contributions to the solution of wicked problems through both its guiding nature for practitioners and the rich theoretical literature of coordination, cooperation, partnership, and co-production, it has been observed that there is not enough academic interest on the wicked problems.
