This article aims to deal with Caliph al-Mu'tadid's political and military relations withTulunids, which constituted the base for his western policy. Al-Mu'tadid who reigned forapproximately ten years has made contracts with Tulunids two times. The first one was thecontract with Humarawayh right after al-Mu'tadid ascended the throne. Through thiscontract which made it possible to begin a new period in the political and military relationsbetween these states, Mousul and Djazira were secured again by Abbasids. As for theAbbasid rule of Kınnesrin, Awasım and Sughur regions, it was realized after the secondcontract with Harun b. Khumarawayh who was the fourth amir of Tulunids.
