The Hijaz region was peacefully included in the Ottoman lands after the conquest of Egypt during the reign of Yavuz Sultan Selim. The Ottoman sultans considered serving this holy town as a religious duty and performed various services for the development of the town. It has been determined that some information was presented to the sultan about the developments in the Hejaz region and its route and the situations during the pilgrimage during the reign of Abdülhamid. In this regard, II. One of the people who prepared the most comprehensive report for Abdülhamid was İsmail Hakkı Bey.This study includes the pilgrimage report prepared by İsmail Hakkı Bey during the reign of Abdülhamid II. İsmail Hakkı Bey, who was the assistant prosecutor in Istanbul, went on a pilgrimage in 1893 and stopped by Mecca, Medina, Jeddah, Yenbu, Egypt and Lesbos in this process. He presented his impressions in these places to the sultan by making a comprehensive report when he returned. In his report, he made important determinations in many areas such as religious, political, administrative and sanitary, and included rational solutions to the problems in the region. The report was appreciated by the sultan. Negotiations and opinions on the report were made at the Ministry's Office and various decisions were taken in accordance with the solution proposals in its content. The study is handled in two parts. In the first part, the identity and life of İsmail Hakkı Bey is explained according to the Ottoman archive documents. In the second part, his pilgrimage report was analyzed. In this context, his observations about the British-occupied Egypt and Azhar Mosque, the pilgrims in the Hejaz region, the difficulties experienced by the pilgrims, the organization of the pilgrimage, the Muslims of the world, the quarantine practices, the approaches of the statesmen, the problems in the region and the solution proposals are emphasized. The study is a qualitative, periodical and descriptive research. In the study, the document analysis method based on analyzing and evaluating Ottoman archive documents was based.
