Participation in United Nations Peacekeeping Operations in the Framework of the Foreign Policy of the People's Republic of China

Öz

The semi-colonial history and the long struggle for independence are the most important factors determining the foreign policy of the China. After the establishment of the People's Republic of China, it tried to be recognized as an equal and sovereign member of international relations and adopted an non-interventionist foreign policy. In this context China initially viewed United Nations missions with scepticism. However this cautious view changed after Cold War period and China’s participation in UN peacekeeping operations has dramatically expanded. The study aims to analyze the changing approach of the China towards the United Nations peacekeeping operations in the context of the foreign policy strategies. The article examined foreign policy under two parts; namely the Cold War period, and the post-Cold War period. The study links China's increased participation in UN peacekeeping operations with its strategy of peaceful development and asume that China's participation in UN missions relates to image of responsible and peace-loving state. The study also finds that the principle of sovereignty still wield power over China’s foreign policy and its peacekeeping concept. This study shows that China’s adherence to the holy trinity of UN peacekeeping, including consent of the host nation, impartiality, and non-use of force is related to its non-interventionist foreign policy.

Çin Halk Cumhuriyeti Dış Politikası Çerçevesinde Birleşmiş Milletler Barışı Koruma Operasyonlarına Katılım

Öz

Yarı sömürge tarihi ve uzun süren bağımsızlık mücadelesi, Çin’in dış politikasını belirleyen en önemli unsurlardandır. Çin Halk Cumhuriyeti kuruluşunun ardından uluslararası ilişkilerin eşit ve egemen bir üyesi olarak tanınma çabasına girmiş ve müdahale karşıtı bir dış politika çizgisi benimsemiştir. Bu çerçevede Çin, başlangıçta Birleşmiş Milletler barışı koruma operasyonlarına şüpheyle yaklaşmıştır. Fakat Soğuk Savaş’ın ardından bu temkinli yaklaşım değişmiş ve ülke barışı koruma operasyonlarına katılımını önemli ölçüde genişletmiştir. Çalışma Çin’in BM barışı koruma operasyonlarına yönelik değişen yaklaşımını dış politika stratejileri bağlamında analiz etmeyi hedeflemektedir. Bu çerçevede dış politika; Soğuk Savaş dönemi ve Soğuk Savaş sonrası dönem olmak üzere iki ana bölüm altında incelenmiştir. Çalışma, Çin’in Birleşmiş Milletler barışı koruma operasyonlarına son dönemdeki artan katılımı ile barışçıl gelişim stratejisi arasında bir ilişki kurmaktadır. Bu çerçevede çalışma, Çin’in operasyonlara dahiliyetini, ülkenin barışsever ve sorumlu devlet imajı ile ilişkilendirmektedir. Çalışma ayrıca, egemenlik ilkesinin, Çin Halk Cumhuriyeti dış politikası ve barışı koruma konsepti üzerinde hâlâ belirleyici bir etkiye sahip olduğunu ortaya koymaktadır. Bu çalışma, Çin’in rıza, tarafsızlık ve güç kullanmamayı kapsayan Birleşmiş Milletler barışı korumanın kutsal üçlüsüne bağlılığının, müdahale karşıtı dış politikasıyla ilgili olduğunu göstermektedir.
