The concept is one of the main areas of the cognitive linguistics and one of the modern, new directions of the linguistics. How the consept has a national characteristic in the language, it is so universal. The concept is the center of the culture, the basis of artistic creativity, the expressiveness of the language, the mirror of the consciousness. Evaluative words are expressive, figurative and abstract meanings words that embody the idea in the concept. Evaluative meanings, words, lexemes are concentrated within "Evaluation" concept. "Evaluation" concept has an evaluative character. This concept should not be seen as a single direction. This is not the scope of one concept, in general it is the sum of the concepts at the language level. There are different views about the structure and system of the "Evaluation" concept. But there is not single form for its appointment. In this article we explore evaluative meanings in different concepts by researching them at different levels and in different directions. The views of scientists play a major role in this researches. Researches show that all evaluative meanings and lexemes are included in the "Evaluation" concept, and play a basis role for other concepts. The main factor to be considered when studying the structure of evaluative meanings is the stereotypes, national and cultural realities and feelings of the people, ethnic groups and nations living in the area where these words belong and are used. The character of the each society and its approach to events is an important element that forms the structure, the system of "Evaluation" concept. The outlook of the each nation is the sum of its cultural and moral values. The aim of the article is to study the rules of language during when outlook is creating wiev in the mind and to group by levels, to investigate the impact on the social environment.
