The place of origin as the concept of ethics has the meaning of customs, justice and habit. The concept of ethics is therefore defines morally good or bad, right or wrong. This concept is not only related with the relationships, it also regards to administration. Therefore, the people act within the framework of ethical rules, on their daily routine or professional life. The public servants as the subject of the administrative actions, should perform their responsibilities in accordance with the ethics. Thus, the real efficiency on the performance of the public services could be ascertained. The fundamental assumption of this article, aims to measure the importance of ethical values in the implementation of the municipal administration system, which is the local administration unit of unethical behaviors that widespread today. For this purpose, questions for variables were prepared by considering ethical provinces in our survey conducted to a municipality. It is expected that the dimension of adoption managerial ethics concepts and principles in municipal administration, where democratic participation is felt most intensely. In that context, a questionnaire study is carried out on the emphasis on the importance of ethical concepts and principles in management and their effect on municipal employees, as predicated on Ardahan Municipality. The consequences of this questionnaire study have a basis about the principles of administrative law and the public administration.
