AN EXAMINATION ON CLIMATE CHANGE RESILIENCE ON DENIZLI

Abstract

There is no place on earth that will not face climate change impacts. However, the severity of the impacts and risk depends on the resilience of the region, city or urban system. In this study, we aimed to examine the level of climate change resilience of Denizli. For this purpose, we investigated climate-related strategies among strategic and spatial development plans and mainly Climate Change Action Plan of Denizli (2006-2030). This study covers major urban systems that are water management, sewage management, agriculture, ecosystems, transportation, industry, energy and public health. According to the results, although currently Denizli is not a resilient city, Climate Change Action Plan is a significant and adequate step towards resilience. However, there are still gaps in the plan to manage all climate-related risks and develop actions. The results of this study highlight the structure of Denizli in terms of climate change resilience, its positive improvements on mitigation and adaptation strategies and gaps to reach resilience.

DENİZLİ İLİ’NİN İKLİM DEĞİŞİKLİĞİNE KARŞI DAYANIKLILIĞININ İNCELENMESİ

Abstract

   Dünya üzerinde iklim değişikliğinin etkilerine maruz kalmayacak herhangi bir bölge bulunmamaktadır. Ancak bu etkilere maruz kalan sistemlerin ne derece etkileneceği bölgenin veya kentsel sistemin dayanıklılığına bağlı olarak değişmektedir. Bu çalışma Denizli ilinin iklim değişikliğine karşı dayanıklılık seviyesini incelenmektedir. Bu amaçla Denizli ilinin mekânsal ve stratejik planları incelenmiş, iklim değişikliği ile ilişkili strateji ve eylemler araştırılmış, bunlar üzerinden dayanıklılık değerlendirmesi yapılmıştır. İklim değişikliğinden en çok etkilenecek olan kentsel sistemleri – su ve atık su yönetimi, tarım, ekosistem, ulaşım, sanayi, enerji ve halk sağlığı – kapsayan bu çalışma özellikle Denizli İklim Değişikliği Eylem Planı’na odaklanmaktadır. Çalışmanın sonuçları mevcut durumda Denizli ilinin iklim değişikliğine karşı dayanıklılığının düşük olduğunu, İklim Değişikliği Eylem Planının dayanıklılığı arttırmada çok önemli ve yerinde bir adım olacağını ancak planın bazı noktalarda yeterli olmadığını, hala eksik bırakılan alanlar olduğunu ortaya koymaktadır. Bu çalışma iklim değişikliğine karşı dayanıklılık konusunda Denizli ilinin hangi konumda olduğunu, zarar azaltma ve uyun konularında nasıl olumlu gelişmeler gösterdiğini ve ne gibi eksikliklere sahip olduğunu aydınlatmaktadır.
