Tamer Savaş, 2010 yılında Anadolu Üniversitesi Elektrik-Elektronik Mühendisliği bölümünden ve 2011 yılında aynı üniversitenin Havacılık Elektrik ve Elektroniği bölümünden çift anadal programını tamamlayarak mezun olmuştur. 2015 yılında Pilotaj Ana Bilim Dalı’nda yüksek lisansını, 2019 yılında ise Hava Trafik Kontrolü alanında doktorasını tamamlamıştır. Lisansüstü çalışmalarında insansız hava araçları ve hava sahası yönetimi gibi konulara odaklanmıştır. Halen Eskişehir Teknik Üniversitesi'nde Pilotaj Bölümü'nde öğretim üyesi olarak görev yapmaktadır.

He is serving as an editorial member and reviewer of several international reputed journals. Prof. Dr. Khalil Valizadeh Kamran is the member of many international affiliations. He has successfully completed his Administrative responsibilities. He has authored of many research articles/books related to Land use.
