Early intervention consists of the applications focused on being beneficial to the child, family and society socially and economically rather than solving a problem. In literature, it was seen that these applications were useful in short and long terms. Early intervention programs which are applied to the individuals with special needs especially in the period of early childhood are needed so much. When the curriculum of pre-school education program in Turkey is taken into consideration, it was found out that the individuals with special needs are not included in this program a lot. The purpose of this study is to evaluate to what extent the individuals with special needs have been appeared in the pre- school education programs from the past till the present. With this aim in mind, pre-school education programs which were changed, reformed and developed between the years of 1989 and 2013 were analyzed.
