Ethical Principles and Publication Policy

1. PUBLICATION PRINCIPLES
1.1. General Principles

The Journal of Security Sciences, which was started to be published by the Gendarmerie and Coast Guard Academy in 2012, is a national peer-reviewed and printed scientific journal that is scanned in national and international databases where theoretical and applied original research, review, compilation type articles and book reviews in the field of ‘security’ are published. It is published 2 (two) times a year, in May and November, in print and online.
Although the publication language of the journal is Turkish, articles written in foreign languages can also be published within the framework of the general principles of the journal, depending on the decision of the Editorial Board. The title, keywords and abstract of the article must be included in all articles in Turkish and English.
The journal publishes original works in the field of social, humanities and administrative sciences such as political sciences, law, public administration, business administration, geography, history, communication, economics, informatics, psychology and sociology, etc., and research, review and compilation articles and book reviews that have not been published before or have not entered any publication process, provided that they focus on the subject of ‘security’. However, papers presented at scientific meetings (congresses, symposiums, seminars, etc.) and whose full text has not been published are accepted provided that the place and date of presentation are specified.
Manuscripts requested to be published in the journal must comply with the current grammar rules of the Turkish Language Institution (spelling, punctuation, clarity, comprehensibility, etc.). Therefore, the author is fully responsible for any problems and criticisms that may arise. Articles submitted for publication are evaluated by the Editorial Board in order of priority for compliance with the journal's editorial principles and spelling rules.
Articles that are not prepared in accordance with the publication principles and spelling rules are not taken into consideration and are not sent to the referee. The Editorial Board has the authority to send the manuscript back to the referee for scientific evaluation or to the author for correction, to make corrections and abbreviations limited to the form and format of the manuscript, and not to publish those that do not comply with the publication and ethical rules.
Articles submitted to the Journal of Security Sciences, where the blind referee system is applied, are published after the referee evaluation and book reviews are published after the editorial evaluation. Articles to be published in the journal must be accepted by at least two referees. Articles that are not published due to the high number of articles, although the referee evaluations are found positive, are evaluated by the editor to be published in the next issue. In this way, the article waiting for more than 1 (one) year is not published because it is outdated.
All publication rights of the published articles and book reviews belong to the journal, and the content responsibility of the published articles belongs to the author. The opinions in the articles are the personal opinions of the authors and do not constitute the official opinion of any institution or organisation.
Information, documents and evaluation results from the Editorial Board, referees and authors are kept for 5 (five) years.
The Journal of Security Sciences is a free journal and authors are not paid royalties.
1.2. Ethical Principles
The Journal of Security Sciences attaches great importance to publication ethics in terms of the development of scientific knowledge. In this respect, the Journal adheres to the Principles of Transparency and Exemplary Practice in Academic Publishing set by organisations such as the Committee on Publication Ethics (COPE) (https://publicationethics.org/) and the Directory of Open Access Journals (DOAJ) (https://doaj.org/publishers#licensing).
Ethics committee permission is required for all kinds of research conducted with qualitative or quantitative approaches that require data collection from participants using survey, interview, focus group study, observation, experiment, interview techniques, the use of humans and animals (including materials/data) for experimental or other scientific purposes, and retrospective studies in accordance with the law on the protection of personal data. Information about the authorisation of such studies requiring ethics committee permission should be included in the article.
In addition, it is necessary to indicate that the ‘Informed Consent Form’ has been obtained in case presentations, to obtain and indicate permission from the owners for the use of scales, questionnaires, photographs belonging to others, and to indicate that copyright regulations are complied with for the intellectual and artistic works used.
Since this journal adheres to the principle of open and free academic publishing, article processing and submission fees are not requested from authors. All content can be accessed in full text on the website from the date of publication without any restrictions and delays.
2. RIGHTS AND RESPONSIBILITIES
2.1. Rights and Responsibilities of the Editorial Board

The Editorial Board of the Journal of Security Sciences is collectively responsible for deciding which of the articles submitted to the journal will be published.
The Editorial Board encourages academic integrity by recommending the application of the Good Publication Practice Guidelines defined by COPE (https://publicationethics.org).
The Editorial Board reserves the right to withdraw manuscripts that it considers to be in breach of ethical rules and that are found to be highly similar in a plagiarism prevention software scan. The Editorial Board always has the right to investigate plagiarism and misconduct allegations regarding published articles.
The Editorial Board considers it as a mandatory application condition that an article submitted to our journal has not been submitted to the referee process of another journal. The refereeing of the article by the editorial board does not mean a commitment to publication. Even if the referee process is favourable, the decision of the editorial board is required for publication.
2.2. Rights and Responsibilities of the Author
Authors should apply to our journal with their original studies. Authors should not submit the same manuscript to the referee process of more than one journal at the same time. Authors are also responsible for the authenticity and verification of the sources. Plagiarism, no matter how it is done, constitutes unethical behaviour and is unacceptable.
The author reserves the right to withdraw the manuscript until the publication decision is taken, provided that the editorial board of the journal is notified.
The intellectual, scientific and legal responsibility for the language, style, content and ethics of all articles published, even if translated, belongs to the authors who wrote and translated the work.
In the event that the author disagrees with the criticisms, evaluations and corrections of the referees and the Editorial Board, the author has the right to report them on a separate page with their justifications.
2.3. Responsibilities of Referees
Blind refereeing system is applied in the journal. Reviewers are obliged to keep the manuscripts they receive confidential and not to use the information obtained from the review process for their personal interests. Reviewers are expected to make their evaluations within 20 days.
Reviewers should not share their reports or information about the article with others and should not communicate directly with the authors without the permission of the editor.
The reviewer should be attentive to potential ethical issues in the manuscript and bring them to the attention of the editor. Refereeing should be done in an objective manner. Personal criticism of the author(s) is considered inappropriate.
